Warrant, Political action, designed by Imaginary Friends Studios first released in september 2007 in the set Lords of the Night.

Warrant is most useful in a political combat or “bully” deck that can reliably pass referenda and wants to repeatedly pressure a specific younger vampire, especially a key utility vampire that cannot easily survive combat; however, it is slow, requires a successful vote, gives every player access to the combat ability, and still costs the acting vampire 1 blood, so opponents may exploit it against you or simply decline to use it. For immediate and more controllable combat, Bum’s Rush or Ambush is generally better because your vampire initiates the combat without first needing a referendum, while political decks usually gain more from votes that remove, damage, or restrict an opposing vampire directly. Warrant can be playable as a metagame or thematic choice in a dedicated political-combat deck, but it is narrow and should not normally see play over more efficient combat actions unless your deck specifically benefits from the persistent threat and can reliably control the referendum.
