Census Taker, Master, designed by Eric Lofgren first released in maart 2007 in the set Sword of Caine.
Census Taker best fits a **Black Hand–heavy Sabbat deck** with several vampires that act and block: a ready Black Hand vampire can lock to boost another Sabbat vampire’s bleed or referendum, or help another Black Hand vampire intercept. Its flexibility is attractive, but the requirement for a separate ready Black Hand vampire—and usually just one use before that vampire unlocks—makes it less efficient than focused options. A dedicated bleed deck will generally get more from cards such as **Conditioning**, a vote deck from **Bewitching Oration**, and an intercept deck from **Raven Spy** or appropriate reaction cards. **It can see play as a one-of in a Black Hand toolbox or vote-bleed deck**, especially if you value having all three options, but it is not a staple or a reason to build the deck around it.
