Cannot be used or played if the conditions for the terms of the referendum cannot be met (e.g. no legal selection, insufficient cards/players to choose from, prohibited by card text, uniqueness, etc). [LSJ 20100129] [ANK 20191228]
08/10/2026
"Since your last turn" means between the end of your last turn and now. Your last turn does not qualify, your current turn does. [LSJ 20020429]

The "does not unlock as normal" effect is redundant with being infernal. If the minion is infernal, his controller can still pay a pool to unlock him. [LSJ 20050114]
