Tribunal Judgment is best suited to a **Sabbat political deck** that can reliably win referenda and generate multiple votes, since it can punish a vampire who cast many votes in the previous referendum; it is especially useful when that vampire is an opponent’s key voter, though the “since your last turn” timing and the need to spend a card after a referendum make it situational. **Anarch Troublemaker** is often a more dependable vote-punishment option when your deck can use it, as it can tap a chosen vampire before a referendum rather than relying on a prior vote and dealing damage afterward; **Voter Captivation** is generally a stronger inclusion for a political deck overall because it rewards you for winning rather than hinging on an opponent’s vote count. Tribunal Judgment can see play as a niche, low-cost surprise in a vote-heavy Sabbat deck, but it is usually not a core card unless your local metagame has high-vote vampires you can target.
