About Public Enemy
Public Enemy, Action, designed by E.M. Gist first released in August 2008 in the set 2008 Storyline promo.
Public Enemy best fits a dedicated stealth-bleed or “Red List bounty” deck—especially one using cards such as Fame, Bounty Hunter, Tension in the Ranks, or other effects that reward hunting or burning Red List vampires—because it can punish an opposing minion that recently made a large bleed while providing +1 stealth; however, its restrictions are substantial, since the target must be non-titled, non-Red List, and either have bled for at least 3 pool since your last turn or be infernal/Anarch, so it is unreliable in ordinary decks. Anathema is generally a better Red List enabler when your deck can support political actions, because it can mark a more important target, while Fame is a better standalone payoff if you do not specifically need the Red List trait. Public Enemy should therefore see play only in a focused Red List or bounty-themed strategy; it is not efficient enough for normal stealth-bleed decks.
