Jericho Founding fits a non-Camarilla vote deck that runs few locations of its own and wants to pressure opponents relying on several costly locations: winning the referendum forces them to burn those cards or spend pool to keep them. It is a narrow choice, though. Zero-cost locations can be kept for free, and the vote may accomplish little if opponents have spare pool. If you need to remove one important location, **Arson** is generally more reliable; if you want a vote that pressures pool, **Kine Resources Contested** is usually stronger. I would treat Jericho Founding as a situational one-of for a location-heavy playgroup, not a standard inclusion.
