About Black Forest Base
Black Forest Base, Master, designed by Jeremy McHugh first released in September 2006 in the set Third Edition and was printed exactly in 2 different ways.
Black Forest Base fits a Sabbat vote deck that can reliably pass referendums and has spare vampire actions: for a zero-pool master, it offers a repeatable way to gain 2 pool without drawing another political action card. It is less attractive when every action needs to pressure your prey, since the referendum gains pool but does not help you oust anyone. Parity Shift is generally a stronger political action when you have less pool than your target, because it both helps you and hurts an opponent; Consanguineous Boon can gain more pool in a deck with many vampires of one clan. Neither makes the Base strictly obsolete, though. I would play it as a one-of in a vote-heavy Sabbat deck that needs staying power, but usually leave it out of faster or vote-light decks.
