About Stutter-Step
Stutter-Step, Combat, designed by Steve Ellis first released in June 2001 in the set Final Nights and was printed exactly in 4 different ways.
Stutter-Step fits a **close-range Celerity combat deck** that wants to wear opponents down with hand strikes while avoiding their return strikes, especially if its vampires have increased strength. At superior CEL, it offers a useful mix of offense and defense for zero blood, but it is a poor fit for decks built around Blur or other additional-strike cards: playing it rules out additional strikes that round. There is no clear strictly better replacement for that particular combination. If your priority is simply surviving combat, combat-ending cards such as Majesty or Earth Meld are usually stronger where your vampires have the required disciplines; if your priority is dealing lots of damage, additional strikes are usually stronger. **It can see play as a situational choice**, but I would test a few copies rather than make it the core of a Celerity combat package.
Rules

[CEL]The affected minion cannot play a card that provides an additional strike, even if just to benefit from another effect (e.g. {Acrobatics}). [LSJ 20011214-5]

It is both a hand strike and a dodge. It cannot be used if only hand strikes or only dodges are allowed. [LSJ 20010919]

The dodge part protects from the opponent's strike (even if done with First Strike), the hand strike part inflicts damage during the normal strike resolution. [ANK 20180913-1]
