Recruitment Exercise fits a Black Hand deck that wants to bring out several vampires and has spare actions, especially one without superior Dominate or Presence. Its +1 stealth makes the action reasonably easy to land, but the payoff—one crypt card and, if it is Black Hand, one blood—is modest. **Govern the Unaligned** at superior Dominate is usually a better influence-building action: it puts three blood on a younger uncontrolled vampire, though it cannot draw a new one from your crypt. **Effective Management** is also better when finding a particular crypt vampire matters, because it uses a master-phase play rather than a minion action. I would consider Recruitment Exercise as a niche inclusion in a Black Hand-heavy deck that needs more crypt access, not as a general staple.
