About Powerbase: Madrid
Powerbase: Madrid, Master, designed by Drew Tucker first released in October 2000 in the set Sabbat War and was printed exactly in 4 different ways.
Madrid fits a **Sabbat political deck** with titled vampires that call referendums regularly, especially one that can protect the location while its counters build. It is a strong long-game vote card: for just 1 pool and a master-phase action, it can eventually provide +4 votes in a referendum, whether you are pushing your own vote or opposing someone else’s. Its drawback is speed—it starts with no counters and gains only one during each of your unlock phases—and an opponent can burn all its counters with a successful Ⓓ action. There is no universally better replacement: **Ventrue Headquarters** is a more immediate, reliable choice in a suitable Ventrue vote deck, while vote modifiers such as **Bewitching Oration** provide votes when you need them now but are not reusable locations. **Yes, Madrid should see play** in dedicated titled-Sabbat vote decks that expect longer games; it is much less attractive in fast decks or ones that rarely call votes.
