About Kuta
Kuta, Political action, designed by Justin Norman first released in May 2009 in the set Ebony Kingdom.
Kuta fits best in a Laibon political or vote-control deck built around older vampires, where it can make a younger opposing blocker unable to block those vampires and make that vampire’s directed actions cost an extra blood; however, it is usually too conditional for competitive play because it requires a successful referendum, affects only vampires of capacity 6 or less, and the table can remove it through another referendum—often with the targeted vampire itself calling that action. If the goal is to neutralize a blocker, `Banishment` is generally better because it removes the vampire from play temporarily rather than applying a fragile, removable restriction, while `Anathema` or direct political removal can be better when permanently punishing a key vampire. Kuta may be worthwhile in a casual Laibon vote deck or a metagame full of younger defensive vampires, but it should generally not see play in optimized decks unless its specific “cannot block older vampires” effect is central to
