Gravitnir fits a **large-capacity Malkavian antitribu political-control deck** that wants to call its own referendums while disrupting opponents’ votes. His priscus title helps in political contests, and his repeatable ability is useful against decks that rely on a titled acting vampire—but it does not stop other vampires from voting. For straightforward referendum defense, **Delaying Tactics** is usually a better investment: it can cancel a referendum without requiring you to bring out a 10-capacity vampire. Gravitnir can see play if his clan, title, and other capabilities already fit your deck, but his voting ability alone is not a good reason to include him.
