About Emissary
Emissary, Action modifier, designed by Brian LeBlanc first released in May 2003 in the set Anarchs.
Emissary fits an anarch political deck with ready barons and spare unlocked anarchs: it turns a supporting vampire into 3 extra votes at no blood cost. It is less attractive when you need every anarch available to act or block, and an older Camarilla vampire can lock to cancel the bonus. If your voting vampire has Presence, Bewitching Oration is generally a stronger vote boost because it gives 4 votes without locking another vampire. Emissary should see play as a situational option in baron-led vote decks, especially those without reliable access to Presence, rather than as an automatic inclusion.
