About Propaganda
Propaganda, Action, designed by Ken Meyer, Jr. first released in October 1996 in the set Sabbat and was printed exactly in 6 different ways.
Propaganda fits a **superior Presence bleed deck** that expects titled vampires to defend its targets: the bleed is harder for those vampires to block, and the superior effect can lock another ready minion to make a follow-up action safer. For a general-purpose bleed deck, **Legal Manipulations** is usually the better Presence action because its +2 bleed creates more pressure without relying on the opponent having titled vampires. Propaganda is worth a **situational slot or two** if titled blockers are common in your games, but its 2-blood cost makes it hard to justify as a core bleed card.
