Library is most useful in slow, card-hungry wall or toolbox decks—especially those that rely on holding many reactions, wakes, combat options, or situational combo pieces—and can be attractive in a dedicated Trophy deck where the vampire already benefits from accumulating trophies; however, it is generally too low-impact for ordinary decks because it does not draw cards, requires a master phase action and a suitable vampire, and competes with more immediately useful master cards. Dreams of the Sphinx is usually better: it provides +1 hand size and can later be burned to draw two cards, giving both permanent capacity and actual card flow, while cards such as The Barrens or diverse vampire/library cycling effects may also be preferable depending on the deck. I would only play Trophy: Library when the deck specifically exploits an unusually large hand, can reliably place it on a vampire, or wants two copies for a combo plan; otherwise, it should not see play.
