Hand Intervention fits best in a titled Sabbat political-control or vote-and-wall deck that can pass referendums and prevent the chosen Methuselah from gaining the Edge, making the -1 hand-size penalty persist; it is most useful against decks that need to assemble combinations or retain several different defensive cards, rather than decks comfortable playing through a smaller hand. Its weakness is that it spends an action and a successful referendum on an indirect advantage: it does no pool damage, cannot stack on the same Methuselah, and disappears once that player acquires and burns the Edge, potentially through a single successful bleed. For most decks, **Kine Resources Contested is the better inclusion**, because a successful referendum produces immediate pool damage and directly advances your ousting plan; **Conservative Agitation** can also be stronger at a crowded table, though its damage depends on the number of Methuselahs remaining.
