Gramle is best in a toolbox or combo deck that needs to find a specific card and can reliably get a copy of it into play or any ash heap first; it can also help a crypt-focused deck find another copy of a vampire already seen. It is not a general-purpose tutor, though: the name restriction, 1-pool cost, and action make it slow when you need an answer immediately. For narrower jobs, Magic of the Smith is usually better at finding equipment, while Effective Management is more direct for fetching a vampire from your crypt. Gramle should see occasional play when its flexibility is central to the deck’s plan, but I would not include it as a default card.
