Swiss Cut best fits a Giovanni-based attrition, wall, or toolbox deck that can spare master-phase actions, regularly controls ready Giovanni vampires, and perhaps includes several other investment cards so it can recharge from everyone’s plays; it is less attractive in fast bleed or vote decks where master actions and immediate tempo are crucial. Its free cost and ability to place blood directly on a ready Giovanni are useful, but its value is highly dependent on the table and it can simply become a dead, slow source of one pool per master action. For dependable pool generation, Blood Doll or Vessel are generally better choices—Blood Doll is easier to use repeatedly, while Vessel does not consume a master action—and Minion Tap is superior when you need a large immediate influx. Swiss Cut is therefore playable as a one-copy metagame choice in a Giovanni investment package, especially in slower decks, but it is not generally strong enough to deserve inclusion as an automatic staple.
