Summon Soul is most useful in Necromancy-heavy Giovanni, Harbinger, Nagaraja, Samedi, or Hecata toolbox and attrition decks that want a free stealth action, especially decks using low-capacity vampires, expensive retainers/equipment, or key library cards that may need to be recovered from the ash heap; at inferior Necromancy, gaining 2 blood is a solid emergency refill, while superior Necromancy makes it a one-shot recursion tool. However, it is generally a niche inclusion rather than a staple: Ashur Tablets is better for serious recursion if you can support three copies and the required counters, while Vessel or Blood Doll are usually better long-term blood-management cards, and discipline-specific actions such as Govern the Unaligned can provide more value when available.
