Piper best fits an Anarch ally toolbox or swarm deck that routinely keeps several ready Anarchs, has strong allies or retainers in hand, and can exploit an immediate, unblockable deployment—especially decks built around cards such as Carlton Van Wyk, Gregory Winter, or other high-impact allies—because it effectively converts one vampire’s untapped status into a free recruitment opportunity without spending an action; however, it is narrow, consumes a master phase, locks the vampire, and does not bypass an ally’s requirements or cost, so it is weak in ordinary Anarch decks. There is no universally better card, but `Recruitment Exercise` is generally more flexible if you want ally recruitment without committing to Piper’s specific lock-and-play restriction, while ordinary master-phase resources or additional copies of your deck’s core cards may be stronger outside a dedicated ally strategy.
