New Management mainly benefits toolbox, intercept, and versatile action decks that can afford a low-impact directed action and expect opponents to play valuable locations costing 0–1, since stealing something like a key resource location can generate lasting advantage while the card replaces afterward; it is also a reasonable metagame choice in an environment with many cheap locations, but it is otherwise narrow, has no inherent stealth or discipline requirement, and may simply lack a worthwhile target. There is no broadly superior card that performs the same effect, although Entrancement is much better when your actual goal is to steal equipment, while Arson or other location-removal effects are preferable if denying an opponent’s location matters more than acquiring it. Overall, New Management should not see routine play in most decks—include it as a one- or two-copy toolbox/metagame card only when cheap, high-impact locations are common in your local environment.
