Masquerade Enforcement is most useful in a Camarilla political deck that can reliably pass referendums and wants to slow opponents who recruit vampires, especially in a long game; it is less attractive if your own deck also needs to bring vampires out of uncontrolled, since the extra pool cost applies to every Methuselah, including you. Its main weakness is that it costs a political action to establish, needs a prince or justicar, and any Camarilla vampire can later spend an action to remove it, so the pressure may not last. There is no direct substitute that taxes all vampire recruitment in quite the same way, but if your goal is broadly to drain opponents’ pool, more reliable options include repeatable political attacks such as Parity Shift, or recruitment disruption such as Anarchist Uprising when its conditions suit your deck.
