Jamal fits a Banu Haqim deck that mixes political actions, bleeding, and combat: his 2 votes and +1 bleed give him something useful to do when there is no fight, while his strength bonus helps against allies and Camarilla vampires. I would not make him the default star, though. At 10 pool, his combat bonus is matchup-dependent, and Red List makes him a tempting target. If you mainly want votes, Arika is a stronger high-capacity star; if you mainly want bleed, The Unnamed offers a more focused payoff, though neither is a drop-in replacement for a Banu Haqim crypt. Jamal should see play when your deck can exploit several parts of his text and support a costly vampire—not simply because he has good stats.
