Intisar is most useful in a Ministry toolbox or stealth-bleed deck that can reliably control the Edge and wants to remove a key blocker or interceptor before a decisive action, particularly against wall and intercept-heavy decks; however, an 8-capacity vampire whose ability costs you 1 pool while giving your opponent pool is expensive, conditional, and only locks one minion during your unlock phase, so it provides modest tempo rather than strong long-term advantage. In most cases, cards such as **Seduction**, which directly prevent a chosen vampire from blocking an important action, or **Govern the Unaligned**, which provides stronger permanent-capacity and forward-motion value, are more reliable inclusions, while a dedicated blocker-removal or stealth package usually accomplishes the same goal with less setup.
