Innocent Bystander fits a !Ventrue bleed deck that expects to land repeated bleeds and wants to disrupt an opponent’s future vampires—especially in a slower game where crypt draws matter. It is usually weaker than using that card slot for a bleed modifier such as **Conditioning**: removing an unknown card from the top of a crypt may have no practical effect, while a larger bleed immediately pressures your prey’s pool. I would generally **not include it in a competitive deck**, though it can be a fun niche choice if your deck already bleeds reliably and you specifically want crypt disruption.
