Dominate is mainly useful in a toolbox or bleed deck built around vampires who have only inferior Dominate and need a cheap permanent upgrade to reach DOM, particularly mid-capacity vampires that benefit from the additional capacity for playing Govern the Unaligned, Conditioning, or other expensive Dominate actions; it has little appeal in classic weenie-Dominate decks, where you generally want vampires who already have DOM and need more master-phase utility. There is no universally superior card for the exact effect, but in most competitive lists a vampire who already has DOM, or generally useful master cards such as Villein, Dreams of the Sphinx, Wash, or Sudden Reversal, will provide more value than spending a master slot on this. It should see play only in a focused deck with several suitable inferior-Dominate vampires and a real need for both superior Dominate and extra capacity; otherwise, it is usually too slow and narrow.
