Charming Lobby best fits a dedicated Presence vote deck—especially a “vote chain” or multi-acting deck that can call a strong first referendum, then immediately follow with another referendum using a second vampire, because the first successful vote makes that next referendum pass automatically; it is also attractive for decks built around powerful or once-per-game political actions, since it effectively converts a card in hand into a vote attempt without risking the second vote’s outcome. However, it is risky in slower or table-politics decks because any opponent’s next referendum can claim the automatic pass, and the card itself provides no votes beyond the superior +2 in the first referendum. In most competitive vote decks, Bewitching Oration is generally better as a core inclusion because it is a free, repeatable vote-push card, while Awe is better when you need a large burst of votes; Charming Lobby is a synergy card rather than a staple.
