Bituin is most useful in an Anarch Tremere deck—especially one built around political actions, Baron support, and bleed or intercept through her Tremere disciplines—because her built-in Baron of Manila title provides reliable vote strength without requiring a separate title-granting card; however, a six-capacity vampire with no notable special ability is generally less valuable than stronger Tremere options such as Rutor, Aisling Sturbridge, or other vampires that offer better disciplines, superior capacity-to-effectiveness ratios, or useful abilities, while Anarch decks can also use more flexible titled vampires or convert smaller vampires into Anarchs. Bituin should see play only if the deck specifically benefits from an Anarch Tremere Baron, needs another mid-capacity crypt option, or is themed around Manila; otherwise, she is a reasonable but replaceable choice rather than a staple.
